SANTIAGO F. DUMLAO, JR., has been the Secretary-General of the Association of Credit Rating Agencies in Asia (ACRAA) since its organization in September 2001. ACRAA has 28 rating agency members from 14 countries in Asia.
He was, until 2006, President of Philippine Rating Services Corporation (PhilRatings), the pioneer credit rating agency in the Philippines , where he was chairman of its Rating Committee.
He served briefly as Credit Rating Agency Regulatory Specialist (Consultant) at the ADB’s Office of Regional Economic Integration in 2007-2008. He also served as Credit Rating Economist (Consultant) to ADB's South Asia department in 2010-2011 to prepare a study towards establishing a domestic credit rating agency in Bhutan.
He has held senior executive positions in companies engaged in publishing, manufacturing, banking and financial services.
Mr. Dumlao earned his A.B. degree (1953) and Ll.B. degree (1956) from the University of the Philippines , and his MBA degree (1963) from Harvard University Graduate School of Business Administration.
He served as president: of the Management Association of the Philippines (1979); and of the Financial Executives Institute of the Philippines (1989).
