Brief Biography

Atsushi Masuda served as General Manager of International Department of JCR since April 2016 till May 2020 and as Chief Analyst of the International Department of JCR since October 2014. He is responsible all sovereign rating and non-resident rating and serves as rating committee chair for sovereign and non-resident ratings. As Chief Analyst, he is currently in charge of sovereign rating on Japan, US, UK, India, Indonesia, Malaysia, Peru, Brazil etc as well as ratings on the other non-resident public and private issuers. 

In November 2019, he has been elected as Chairman of the Association of Credit Rating Agencies in Asia (ACRAA) for 2020-21 term. ACRAA forms the network of the 29 Credit Rating Agencies in 14 jurisdictions in Asia.

Before joining JCR, we was a visiting researcher the Asian Development Bank Institute (ADBI) and at the Center for Asian and Pacific Studies of the Seikei University. He worked as a visiting lecturer at the Seikei University and the Hitotsubashi University as well.

He was previously Head of the Country Credit Department of the Japan Bank for International Cooperation (JBIC) and responsible for the sovereign risk management for the entire portfolio of JBIC. He served in various positions in JBIC including Chief Representative in the Buenos Aires office and Division Chief in the Loan Department. Prior to that, he served as Economist in the Policy Development and Review Department of the International Monetary Fund (IMF) and Economist of the Export-Import Bank of Japan (JEXIM).

He received a bachelor’s degree in Economics from Keio University, his master’s degree in Economics from University of California Los Angeles (UCLA).
